The Tri-Cities North Regional Wastewater Treatment Facility (TCA) is an 11.2-mgd (design) trickling filter facility near Dayton, Ohio. TCA is a joint venture between the cities of Huber Heights, Vandalia and Tipp City and was formed in 1996 when they purchased the facility from the Miami Conservancy District (MCD), the flood control agency for the Miami Valley (Dayton area). The facility serves the 60,000 residents in Huber Heights, Vandalia and Tipp City.

Veolia has operated this facility from its inception in 1985. The previous owners of the facility (MCD) hired
Veolia Water (then EOS) to operate the TCA facility (then called North Regional) and the Franklin Area Wastewater Treatment facilities. The latest contract was achieved through the bidding/request for proposal process.
Veolia Water currently has a 10-year O&M contract with TCA which began in 2002.

As part of the contract negotiations, Veolia Water offered nearly $500,000 in capital equipment, including a dragline assembly for land application of sludge, installation of a wide area network, GPS for land application, digester roller cover retrofit and electrical improvements.

When Veolia Water enters a community, environmental stewardship are two words that always accompany others like increased customer satisfaction, new technology and efficiency. In the case of the Tri-TCA-Dayton Wastewater Treatment Facility, environmental stewardship found its place in the Great Miami River Clean Up.

The Great Miami River runs from Indian Lake in central Ohio to the Ohio River, just west of Cincinnati. For the
past 17 years, Veolia Water has led volunteers in clean-up of the river. In 2004, Veolia Water project members Holly Weatherhead and Carol Wilson led 200 volunteers who collected more than 12.5 tons of trash and debris.

Veolia Water works closely with area organizations to coordinate the massive clean-up project each year. Sponsors include the Miami Conservancy District and ECA, Miami County Park District, Miami Soil and Water Conservation District, Ohio Department of Natural Resources and the cities of Franklin, Huber Heights, Piqua, Springboro, Tipp City, Troy and Vandalia.
